The first stage is to apply at the Town hall for your Certificate of Compatibility. You will need a valid habitation cert (certificate of second occupation), copy of last IBI (suma) bill/receipt, his NIE and certified copy of passport, and often a copy of the deeds (but that can vary from office to office). Not all properties can obtain a Certificate, but without it you cannot apply for the License. Every Town Hall varies on the length of time it takes to process these applications - can be a few weeks or over a year!
Application for the License itself (form can be found following the above link) is done to the office for tourism. As well as the items need for the Certificate application (exc IBI bill/receipt) you will also need a valid EPC. If everything is in order you will receive the License with a License (VT) number in a few weeks and you can buy your official plaque and the complaints forms.
You then need login codes be able to register your guests on arrival. That system is in the process of changing, so by the time you receive your License the new system should be fully operational and will replace the current way of registering guests on the hospederias website.
You will also need a keyholder to checkin the guests, clean the property and be on call for emergencies - make sure they are working legally in Spain (don't use a 'kind neighbour').
As non-residents tax is payable in Spain every quarter, a straight 24% on gross rental is a non-EU resident but 19% after allowable deductions if an EU-resident.
