My husband went to the health centre in La Mata years ago when he was unwell. We queued for some time, eventually called, handed in the EHIC card and was given a red SIP card valid for 3 months or it may have been 6.

Surly this is still available until the UK finally leave the EU or they may negotiate continued reciprocal arrangements....

...

Good morning Granny Rose. This is what used to happen in some health centres for their own convenience for possible further treatment required during that visit, there was no actual entitlement to it. Various members have posted that  health centres are no longer renewing temporary SIP cards.
Until 1st January 2021 you are covered for treatment under the EHIC but unless you are resident in Spain there is no entitlement to a SIP which was why you were only issued with a temporary one.

Different things altogether. Are you also on the Padron because that is illegal if you are not a resident?
In the link I provided, note the use of the word "resident".

Maybe the rules were different 20 years ago ?
