That link is only for non-EU citizens from 'COUNTRIES WITH A LICENCE EXCHANGE AGREEMENT'.
If you'd bothered to read my guide, you'd see the correct link is:
and this doesn't require a medical.
I suggest you tell your source that he doesn't know what he's talking about.
