If not already done so, I would , in the first instance, refer you to the articles provided on this very subject in 'Jim's Guides'which can be found at the very bottom of this page.

Others may also come in and  give additional advice.

Hi Martin,

This can be done very cheaply (from memory, I think the cost of the certificate is around €11).  As Les has suggested, read through 'Jim's Guide', it's in the second section, after NIEs:

Jim's guides - your complete guide to Spain 

If you don't feel confident to do it yourself,  you could appoint a gestor, which would cost around €130.  They'll initially check that you meet the required criteria for residency, make the appointment for you, check you have all the required documents, accompany you to the appointment and act as translator.  There are many gestors who do this, so hopefully someone will recommend one in your area.
