I know this thread's a bit old now, but I got a copy of Costa Blanca People and had a look. I used their contact page and pointed out their errors, but they haven't bothered to respond.

The question has been asked and answered several times recently.

You won't be penalised for driving with an ITV that expires during the lockdown. They haven't yet said how long after the lifting of restrictions you will have to get an ITV.
