By standards what Dominic Cummings did 'this time around' was pretty minor.
1. He came up with the 'infamous' red Brexit bus, save £350 million a week. A lie.
This has currently cost the UK Economy £130 billion, with a projected figure of £200 billion, before Covid. UK Economists have already stated that the UK Economy is 3% behind where it would have been in left alone in 2016.

Ever the clever 'master manipulator' which is his speciality - he worked with data-mining companies to deliberately find the 1/3rd of the population which were either uninterested or 'swing voters' and then using highly effective targeted online marketing - facebook etc - created no end of marketing stories to convince those swing voters that Brexit was the way forwards. To be fair, as a business strategy this had not been tried before and was clever (and immoral) - but let's remember this is not about business, it's about the people knowing the truths behind the impact of the Brexit and for people to vote based on facts, of which, there appeared to be none. Manipulation of the public to further your own agenda.
As we know now the likes of Facebook accepts vast sums of money from political advertising and to hell with the truth of the content being published, which is one of the current issues they are in arguments with after publishing continual mistruths spouted by Donald Trump, without pulling them or fact-checking.
Summary - DC is a considerable part of the Brexit, who manipulated the public into voting what their agenda was, by various forms of targeted manipulation and more to the point - much of it lies or misinformation which was never kept in check. But his end goal was to achieve the Brexit, which he did - damned be it to the facts and truth.
He is a bright guy and employed for his ability to manipulate people and perceptions strategically, which is possibly one reason he won't be let go - he's damn good at giving the advice to misinform people on behalf of the government.
A great example of why many people have so little faith in politicians - this guy shouldn't even have a job. No morality compass.
