INTERIOR MINISTRY8449 Order INT/484/2021, 19 May amending Order INT/657/2020 of 17 Julyamending the criteria for the application of a temporary restriction on non-essential travel from third countries to the European Union and Schengen associated countries on grounds of public policy and public health in the wake of the health crisis caused by COVID-19.
Council Recommendation (EU) 2020/912 of30 Juneon the temporary restriction of non-essential travel to the European Union and the possible lifting of such a restrictionestablished a list of third countries whose residents were exempt from travel restrictions to the European Union,as well as a set of specific categories of persons also exempt from those restrictions, regardless of their place of origin. This Recommendation has been amended on successive occasions to adapt the list of third countries to epidemiological circumstances.

At present, an amendment to Recommendation (EU) 2020/912 is currently being discussed within the Council of the European Union, which is expected to allow the inclusion of the United Kingdom and Japan among the countries free of restrictions. Several Member States already place them in this privileged position.
As far as the United Kingdom is concerned, Spain receives annually a number of visitors which is not only particularly relevant in absolute but also relativeterms, so many economic sectorsneed to adapt their capabilities in advance to changes at borders.
In view of the foregoing,and after consultation with the other ministries concerned, Order INT/657/2020 of 17 July is amended in order to include the United Kingdom and Japan in its annex. The entry into force of this change is set at 00:00 on 24 May 2021. By virtue ofit, I provide:
