dial 112 for all emergency matters, they speak English (at least, they say so).

When I needed to call for an ambulance for my Dad, they seemed to respond better when I asked in Spanish if they spoke English...

When in Spain try to speak Spanish comes to mind. Why would you think they would speak your language.
If you called 999 in England would you be able to ask for a spanish speaker? Google translate 👍
