No you don’t need to be a resident to be on the padron but you will need an NIE.

We had to get padron before getting residencia, some people still have homes in England, and they should get padron as it helps local council to provide services! They get government money according to how many people living there....

Not sure about digital certificates, can you explain what they are about? Any way I finally picked up my T.I.E card yesterday, I should have collected last Friday = 3 weeks, but went on Tuesday this week and it was not there! Informed to come back Wednesday = yesterday, so another 2 hour round trip! But hey as said I finally got it, but to my amazement the wording on the bottom of the card is WRONG!! It states I am a family member of a EU citizen!!! Where it should state Resident!! On enquires the mistake had been made by the Spanish authorities! And their deciding what to do next!! I am not the only one in this position as a lot of people have been issued the wrong card! After all the time and effort I and getlegalinspain put in, it seems to amount to a computer error!! As you can probably gather I am gutted and totally fed up now. On the good side I have heard that the error was corrected early September once the British consulate were informed and those that have been given the wrong tie card will be kept informed on what to do next!!! Via their website or C.A.B Spain. I must also say that I read about this first on this website and hoped it would be sorted before I collected my card!!!!

You don’t need a digital certificate to get a padron but an appointment is necessary now. A digital certificate allows use on certain government websites:)

No I know you don’t need a digital certificate to get a Padron, but we were reliably informed by Getlegalinspain that in order to get a Padron appointment you need to apply online in this area. To do this you need a digital certificate in order to apply, the third party cannot use theirs only the applicants ine

To make an appointment for your padron Simply call your town hall.
