What Cheryl has said is correct.  It is illegal for non-residents to be registered on the Padrón.  Unfortunately, the Town Halls don't tell you that when they encourage you to register, because they won't be paying your fine if caught.  They do, however,  get money from Central Government for every head of population on the Padrón, so they're very happy for you to take that risk.
