Without seeing the article, I think the "Agreement" referred to is probably the Brexit Withdrawal Agreement, in which Section 2 protects Citizens' Rights, both in the EU and the UK. People who are covered by the Withdrawal Agreement, i.e. those UK citizens who became legally resident in Spain (and elsewhere in the EU) before Brexit, will have generally the same rights to work, study and access public services and benefits as they did before the UK left the EU. But you're correct to say that the UK pays the pension to its' State retirees living here and only the UK decides whether uprating will continue to be applied to our pensions. Spain's interest in this is that UK State pensions are taxed in Spain, rather than the UK.
