Yes, you are required to have a regular income (or a certain amount of savings) and full healthcare to be able to apply for a visa to live in Spain permanently.
Firstly you will need to apply for a visa (probably the Non Lucrative visa) from the Spanish consulate while you are still living in the UK. You will need to meet the income and healthcare requirements. The income requirements at the moment are for a single person a annual income of €27,115.20. The extra income requirements for a spouse or other family members is an additional €6,778.80.
You will need full healthcare paid up for a full year. When you are a fully legal resident of Spain and you have your TIE you can apply for healthcare paid by the UK government under the S1 scheme. Under that scheme you will be able to access the Spanish Healthcare services and the UK government pay annually for your healthcare.
So your first port of call will be at the Spanish consulate in London or Manchester to apply for a non lucrative visa, prove your income and healthcare cover plus a few other documents they may require etc.
